In 2010, the People's Republic of China and the Kingdom of Cambodia established the comprehensive strategic partnership of cooperation. Bilateral exchanges and cooperation in various fields continued to expand.


High-level contacts were frequent. In February, NPC Chairman Wu Bangguo met with King Norodom Sihamoni in Beijing . In November, NPC Chairman Wu Bangguo paid an official visit to Cambodia. The two sides signed 16 bilateral agreements on economic and trade cooperation with a total value of US$6.4 billion, covering infrastructure development, development and use of water resources, communications technology and energy development. In October, Premier Wen Jiabao met with Prime Minister Hun Sen during the East Asia Leaders' Meetings. In March, Vice Premier Hui Liangyu visited Cambodia. In October, King Norodom Sihamoni attended the activities of China's National Pavilion Day at the Shanghai World Expo. President of the National Assembly Heng Samrin attended the 11th Western China International Fair. In May, Prime Minister Hun Sen attended the opening ceremony of the Shanghai World Expo. In December, Prime Minister Hun Sen paid an official visit to China.


Bilateral economic cooperation and trade enjoyed good momentum of development on the whole. China-Cambodia trade grew substantially. The Cambodian government office building built with Chinese government assistance was put into use. Other infrastructure projects such as roads, bridges and hydropower stations supported by Chinese government loans made smooth progress.


The two sides had close contacts between political parties. Exchange of visits between delegations of the Communist Party of China (CPC) and those of Cambodia's People's Party and Funcinpec Party continued according to their agreed plan. In March, Zhao Leji, Member of the CPC Central Committee and Secretary of the CPC Shaanxi Provincial Committee, led a CPC delegation to Cambodia. In July, President of the Funcinpec Party Keo Puth Reasmey attended the Poverty Alleviation Conference of the International Conference of Asian Political Parties (ICAPP) in China.


In November, Qiang Wei, Member of the CPC Central Committee and Secretary of the CPC Qinghai Provincial Committee, led a CPC delegation to Cambodia. Li Yuanchao, Member of the Political Bureau of the CPC Central Committee, Member of the Secretariat of the CPC Central Committee and Minister of the Organization Department of the CPC Central Committee, led a CPC delegation to visit Cambodia and attended the 6th ICAPP General Assembly.


Bilateral cooperation in other areas progressed smoothly and exchanges between local governments were dynamic. Quite a few special committees of the legislatures of the two countries exchanged visits. Political Commissar of the PLA General Armaments Department Chi Wanchun led a military delegation to visit Cambodia. In May, Commander-in-Chief of the Royal Cambodian Armed Forces Pol Saroeun visited China. In August, Deputy Prime Minister and Interior Minister Sar Kheng paid a visit to China. Delegations headed by leading officials from the ministries of health, transportation, culture, science and technology and women affairs of the two countries exchanged visits
