The People's Republic of China and the United Mexican States established diplomatic relations in 1972 and a strategic partnership in 2003. China-Mexico relations enjoyed steady progress in 2010. Friendship and mutually beneficial cooperation between the two sides were strengthened across the board.

Political mutual trust continued to be deepened. From 28 to 30 July, Foreign Minister Yang Jiechi paid an official visit to Mexico during which he met with Mexican President Felipe Calderon, and co-chaired with Secretary of Foreign Affairs Patricia Espinosa the fourth meeting of the China-Mexico Permanent Bi-national Commission. The two sides signed the 2011-2015 Joint Action Program, the Agreement on Mutual Recognition of Certificate of Studies, Diplomas and Degrees, and the Minutes of the Fourth Meeting of the China-Mexico Permanent Bi-national Commission, and exchanged notes on extending the period of validity of the Civil Aviation Transportation Agreement. From 7 to 11 October, Secretary of Foreign Affairs Patricia Espinosa attended the UN Climate Change Conferenc held in Tianjin and paid a working visit to China during which she met with Vice Premier Li Keqiang and Foreign Minister Yang Jiechi.

The two sides had frequent exchange of visits by important delegations. NPC Vice Chairwoman Uyunqimg, State Councilor and Defense Minister General Liang Guanglie, Vice President of the Supreme People's Court Jing Hanchao, and Vice Minister of Public Security Zhang Xinfeng visited Mexico. Secretary of Tourism Gloria Guevara, Secretary of Agriculture, Livestock, Rural Development, Fisheries and Food Francisco Mayorga visited China.

China and Mexico maintained coordination and cooperation on the multilateral front. The two sides stayed in close communication on UN reform, climate change, cooperation among developing countries, global financial crisis and other major issues. From 29 November to 10 December, Vice Minister of the National Development and Reform Commission Xie Zhenhua led a delegation to attend the 16th Conference of the Parties to the United Nations Framework Convention on Climate Change and the 6th Conference of the Parties to the Kyoto Protocol in Cancun, Mexico.

With expanded business cooperation between the two sides, bilateral trade continued to grow. China was the second largest trading partner of Mexico, and Mexico the third largest trading partner of China in Latin America. In March, Vice Commerce Minister Zhong Shan visited Mexico and reached agreement with the Mexican side on further strengthening bilateral business cooperation and jointly rejecting trade protectionism.

Cooperation between the two legislatures was enhanced. In September, the Permanent Forum on Parliamentary Dialogue between the Mexican Congress and the NPC of China was established in Mexico City and held its first meeting. Vice Chairman of the NPC Foreign Affairs Committee Zheng Silin led an NPC delegation to the meeting. The two sides signed an MOU on establishing the Permanent Forum on Parliamentary Dialogue between Mexico and China.

New progress was made in exchanges and cooperation in the cultural, educational, tourism, and military fields and between local authorities. The Army Flag Acrobatic Troupe of the Chengdu Military Region, the Longjiang Opera Troupe of Heilongjiang Province, and the Gray Wolf Band visited Mexico and staged performances there. In February, the first China-Mexico University Presidents Forum was successfully held in Mexico City.

In April, Secretary of Tourism Gloria Guevara attended, on behalf of the Mexican President, the Opening Ceremony of the Shanghai World Expo, and met with Chairman of China National Tourism Administration Shao Qiwei. In May, Secretary of Tourism Gloria Guevara came to China again to attend the 10th World Travel & Tourism Conference. In May, Beijing Municipality and Mexico City held the Beijing -Mexico City Forum in Mexico City. In September, the guard of honor of the three services of the PLA attended the military parade of the Mexican Independence Bicentennial.
