In 2010, the strategic partnership between the People's Republic of China and the Republic of Argentina maintained the sound momentum of development. Exchanges and cooperation in all fields continued to deepen.
High-level exchanges were close. In April and June, President Hu Jintao had brief conversations with President Cristina Fernández de Kirchner during the Nuclear Security Summit in Washington and the G-20 Summit in Toronto. In July, President Cristina Fernández de Kirchner paid a state visit to China. During the visit, she held talks with President Hu Jintao and met with Premier Wen Jiabao and CPPCC Chairman Jia Qinglin. The two sides signed and issued the Joint Statement between the People's Republic of China and the Argentine Republic, and singed cooperation documents in such fields as economy and trade, quality inspection, fishery, finance, energy and infrastructure. In January, Minister of Foreign Affairs, International Trade and Worship Jorge Enrique Taiana visited China. In June, Foreign Minister Taiana travaled to China to attend the activities of the National Pavilion Day of Argentina at the Shanghai World Expo.
Over 40 vice ministerial level delegations exchanged visits. Chinese officials who visited Argentina included: Minister of Agriculture Han Changfu, Minister of State Administration of Sport Liu Peng, Deputy Director-General of the PLA General Political Department General Tong Shiping and Deputy Chief of the General Staff Lieutenant General Hou Shuseng. From the Argentine side, the following officials visited China: Minister of Tourism Enrique Meyer, Secretary of Mining Jorge Mayoral, Secretary of Industry and Trade Eduardo Bianchi and Secretary of International Commerce and Economic Relations Luis Maria Kleckler.
Bilateral economic cooperation and trade grew rapidly and cooperation went well in infrastructure, energy and mineral resources, finance and telecommunications. In April, Vice Minister of Commerce Jiang Yaoping led a trade promotion delegation to Argentina. In May, China National Offshore Oil Corporation (CNOOC) invested US$3.1 billion to purchase 50% of equities of the Bridas Energy Holdings. The third meeting of the China-Argentina Economic and Trade Working Group was held in Beijing . In July, Vice Minister of Industry and Information Lou Qinjian visited Argentina. In November, the first meeting of the China-Argentina Joint Committee on Agriculture was held in China. In December, China Petrochemical Corporation (SinoPec), through its subsidiary Sinopec International Exploration and Production Corporation, acquired 100% equities of the Argentine units of Occidental Petroleum Corporation for US$2.45 billion.
The two countries deepened cooperation between parliaments, political parties and local governments and in the fields of culture, education, science and technology. The following Chinese officials visited Argentina: Chairman of the NPC Education, Science, Culture and Public Health Committee Bai Keming, Vice Chairman of NPC Ethnic Affairs Committee Hasibakan, Executive Vice Secretary of the Working Committee of State Organs under the CPC Central Committee Yang Yanyin, Vice Governor of Fujian Province Ye Shuangyu, Vice Governor of Shandong Province Wang Suilian, Vice Governor of Guangdong Province Song Hai, Chairman of the Government of Ningxia Hui Autonomous Region Wang Zhengwei, Executive Vice Governor Yu Laishan and Vice Governor Han Yongwen of Hunan Province, Editor-in-Chief of the People's Daily Wu Hengquan, Vice Minister of the State Administration of Radio, Film and Television Zhang Haitao and Vice Chairman of the All-China Federation of Trade Unions Xu Zhenhuan.
From the Argentine side, Governor of Rio Negro Province Miguel Saiz and Governor of La Rioja Province Luis Beder Herrera visited China.
The two countries had dynamic cultural and people-to-people exchanges. The national pavilion of Argentina at the Shanghai World Expo received a total of over 4 million visitors. The two countries exchanged cultural delegations focusing on the Shanghai World Expo and the bicentennial anniversary of the May Revolution of Argentina.
